The Global Historical Climatology Network version 1 (GHCN1) data and documentation can be obtained from the Carbon Dioxide Information Analysis Center's Web site at http://cdiac.esd.ornl.gov/epubs/ndp/ndp041/ndp041.html.
Extract all the data files into the same directory -- "c:\ncdc\ghcn", for example. Do not change any of the extracted file names.
If you need a utility to extract the archived data files, I suggest a free program such as 7-Zip, which can be downloaded from http://www.7-zip.org.
