The Global Historical Climatology Network version 2 (GHCN2) data and documentation can be obtained from the National Climatic Data Center's Web site at http://www.ncdc.noaa.gov/ghcnm/v3.php.
Extract all the data files into the same directory -- "c:\ncdc\ghcn3", for example. Do not change any of the extracted file names -- even as you update the GHCN3 data. To enable ClimExWin to search the current version of the climate data files, just edit the base file name strings in the TAVG string:, TMAX string:, and TMIN string: fields on the ClimExWin main form.
If you need a utility to extract the archived data files, I suggest a free program such as 7-Zip, which can be downloaded from http://www.7-zip.org.
