ClimExWin allows you to extract climate data from both Global Historical Climatology Network Version 1 (GHCN1), Version 2 (GHCN2), and Version 3 (GHCN3) files. You can extract data for a particular country, or a particular weather station, or within geographic areas defined by latitude, longitude and elevation (the latter is optional).
